Britain and America have concluded a landmark bilateral deal that will maintain no import taxes on UK medicine shipments going into the American market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has committed to boost funding on drugs through the public health system. This move ensures that import taxes on these key products will remain at nothing for a timeframe of the next three years.

This development follows previous warnings to hike duties on branded pharmaceutical products, with potential rates floated reaching 100%.

"This agreement with the Britain bolsters the international landscape for innovative medicines and brings long-overdue fairness to U.S.–U.K. drug exports," a release noted.

Economic Significance

Pharmaceuticals constitute one of the Britain's biggest exports to the United States, which is by far the biggest destination for leading companies like GSK and AstraZeneca.

Trade data reveal that in the year leading up to last September, the UK exported medicines valued at billions to the US. This figure made up a significant portion of total UK exports in that timeframe.

"This guarantee secures work, stimulates funding and paves the way for the UK to establish itself as a worldwide center for biotech and pharma," a minister commented.

Specific UK Commitments

The pact includes several notable changes from the UK:

  • Price Threshold Increase: The UK will raise the price threshold at which it judges new medicines to be too expensive by twenty-five percent.
  • Increased NHS Spending: There is a target to raise overall public funding on treatments from 0.3 percent of the national economy to 0.6 percent over the next decade.
  • Payback Limit: The amount manufacturers must refund to the NHS to stay within budget will be limited at fifteen percent. Previously, repayments were more than 20%.

Industry Background

The deal takes place against a long-running row between the sector and the ministers over spending levels and NHS adoption.

These tensions were exacerbated by arguments that American consumers were charged significantly more for the identical medicines than consumers in the UK and Europe.

Over the last 18 months, several significant manufacturing plans in the UK have been halted or scrapped, while major investments have been directed toward US facilities.

One official stated that the NHS had to increase expenditure on treatments, noting that its budget allocation on drugs had declined as a percentage of its total funding over the previous ten-year period.
